Georgia has the HOPE Scholarship, and it works at most of the public colleges and universities in the state. We've had it since the 1993.

None of my friends had that problem. The only disappoint was seeing the cost of textbooks and how little the school supply money from HOPE actually went. It was still a hell of a lot better than paying for four years of college.
