Yes they did exist. They actually reached level 16 Slavic Aryan senses. At that point you don't need to walk but just levitate above ground and you can make energy shields etc. Just slavics can actually achieve 16 aryan senses. Other races have just 5 basic senses and some can get 9 i think it's western european mutated hominids.

In so far as regarding world events, I believe that divination is more about projecting your will onto reality and manifesting the expected results. The will of one man can only so far against the will of many, unless you are able to fascinate people and drive them towards your cause. Direct action will always be better than wishes and hopes though.
