To add to the TL;DR: it works because people who rise through merit do not have special loyalty towards the system. In contrast, people who do not deserve their position are the most zealous defenders of the system. People fight more aggressively for what they have to lose than what they have to gain.

As more time goes forward, loyalty increasingly triumphs over competency.
