That is, the existence of a few hundred of giant capitalists who own all the factories and shares and who, ultimately, lead the people. They are not interested at all in the great mass of people, they are the only ones who can be addressed as international elements because they conduct their business everywhere. It is a small, rootless, international clique that is turning the people against each other, that does not want them to have peace.

This is an admirable goal, but just like every revolutionary idea at the time and since, it was made to be universal and rationalistic. It fails on those grounds, like the rest, because of it. It may have been more particular in its time and in the understanding of the men then, but now it is the bedrock of neo-conservatism- It has to apply to ALL men EVERYWHERE, including foreign nations, whether they want it or not.
It should have read something like

These two are examples of the cult of AntiFascism. Scholars spent decades demonizing everything that they considered fascistic to the point that ANYTHING is fascistic if someone wants it to be. Conservatives do it, Liberals do it, the revolutionary Leftists do it.
Part of their ideology, because many of them are pro-communism (notice they are "anti-facist", which says nothing of what they themselves are), is the recognition that the working class is itself inherently fascist in thought and need a ruling class to guide all aspects of society away from what they want, which they deem fascism.
