I would abolish the tax redistribution system, and privatize it towards a direct payment of social goods. The plutocrats would directly pay for them in order to achieve a higher position in the parliament (both at a local and national level), while the falangists would be a representation of the workers' demands (and create pressure with the help of the monarchists, which would be interested in more investment for the army).

I would create a space for ''international affairs'' in terms of media and internet in order to create a way of communication and foreign propaganda, with the exception of porn and others (Basically I would not touch TV nor internet but put them in a position of cooperation with the state, while the public media would be pure propaganda)

I would create a racial caste system, letting poor non-europeans enter the country while converting them into secondary citizens in force labour (which would benefit them) and then, with the pass of decades (and without the permission to reproduce between them), they would become an ''honorary spaniard'', which would lift their restrictions, and could let them mix with our race in a generational purification.

I don't claim to be competent enough to rule a country, but I think the best way to find a ruler is to convert all currency to shares in the government, then let these new shareholders select a CEO who would be in charge of running the country and producing dividends for the shareholders.

And to clarify, the upper parliament (in the capital) and the lower parliament (in the major cities) would be connected by a bureaucratic system controlled by falangists too. Destroy mass media and mass transportation. Create and elite decentralized aristocracy to enforce Feudalism. Enact strict social laws and require church attendance. The powerful will have to live in poverty to ensure no bad motives. They will have power but a strict oath to live minimally and under very strict watchfulness by their superiors and peers. Peasants will have the most freedom and live mostly independent from the government except for necessary food levies and the sort to support the government. Money will be used and trade permitted but heavily regulated. Money will be gold. All laws will be kept simple and unused laws will automatically expire if they are not in use.
