It's surprisingly difficult to realistically fake both the face and the voice in a believable, coordinated way. In all likelihood you'd need to record your own source footage with an actor who looks and sounds extremely similar to the intended mark. This would make adjusting the face and audio much easier and the end results much more realistic. Even given that, you'd need a strong workstation with a lot of RAM to train the model and render the final composition.
So, to answer your question, most people on Any Forums lack the technical knowledge, skills, social connections (where are you going to find a lookalike model willing to keep their mouth shut?), and/or equipment (you'll need a few grand to buy a rig dedicated for this shit) to do what you've described. Even compiling the facesets and formatting them to train the model with is a long, tedious process.
I say this as someone who has put a lot of hours into fakes for benign and self amusement purposes. It takes a lot of work and patience to make anything capable of fooling anyone. I rekt a nice computer by running DFL too hot, too long.

I'd say the voice is more important than the person, who you can make look different in any way you want given the right sfx artist, also, being that the videos would be "hidden cam" taken on a phone at a random time means the actual target only has to appear in the video for a brief moment and doesnt have to be saying nigger at that exact moment because of their recognizable voices and their image on screen implying they are in the scene.

This is true, you could create an optimal situation wherein the video quality is low (lower resolutions can be a lot easier to fake if conditions are right) and they're only seen briefly. This would be significantly easier to produce, but it would also get a lot less attention IMO. The more clearly you see/hear the naughty words being said the more powerful the hypothetical cancellation would be.
Either way, I've seen/heard similar ideas repeatedly and I've yet to see anything in the wild that I suspect of fitting the bill.

When I was initially doing deepfakes there weren't free cloud options. The fork of DFL that allows for that hadn't been made yet. The cloud options were only paid and I was broke. I was also new to it so I didn't realize the toll leaving it running 24/7 would take. Yea, that's my fuck up, but after a few years I'm more careful about giving my equipment occasional breaks and adjusting the datasets more often to fine tune results.
Using online services to render the fake could leave more evidence that you made it though, and in any potential defamation case you'd probably want to keep potential evidence like that to a minimum.
