The one in the OP put a figurative bullet in the Japanese communist party. The point of decentralized action isn't to implement a plan, it's to be a perpetual threat looming over the political body and reminding them that their actions have consequences.
A politician who lives a thousand miles from the people they represent has no direct accountability, a politician who lives directly across the road from Bubba and his five brothers, who like to go hunting a lot, is under an implicit threat of violence if he doesn't do his job.
The "plan" of decentralized action is to enforce a level of accountability to the body politic that operates from outside of the constraints of the political system, and can therefore reach politicians who are politically untouchable.
