There's no reason you can't do both. The benefit of arbitration is you pay $200 and they have to pay $3000. They could argue that you lost standing to the arbitrator if you got your money back through a chargeback, but they have to pay the $3000 to do that. There are cases saying that the time value of money being lost creates standing as well.
