It's not. Hypnotic programming of humans can create a mechanism for actions or information to be carried out without the host's consciousness knowing. According to the documents from the 70s, it worked on about 25% of the sample group in the military with the technology of the time.

It ultimately didn't work. They overestimated the extent to which they could brainwash people.
One example is how they imprisoned people and played tapes over and over "You are a something something, etc" to brainwash them. But all they remembered was the trauma of being stuck in a prison having to listen to stuff.
Then they tried shock experiments. LSD and electric shocks to "reset" the mind and make a new one in its place. It didn't work either. There are stories and interviews of people who were simply destroyed by MKULTRA.
If you stick with the basics of what we know today about psychology, I think it is safe to say that it was all bullshit.
