The thing people need to understand is that most of the money goes to the local DA who's probably part of a corrupt church or local Masonic lodge. My town is known to give out DUIs like mad, but doesn't bother much with violent crime, burglaries, niggardry, and junkies. They'd rather arrest white people in the quiet part of town for drinking on a Friday night, or because someone's license plate light is out.
