No, starving the city (and especially the country) is exactly what you want. The only more efficient means of doing so would be via a complete trucker strike, but since that's not happening:
- You want to give a deadline to te politicians
- Failing that, you WANT the starving populace to go fight you in the streets.
Violence on that scale would completely kill every politician who failed to act. And if they decide to violence you first, then you win even harder.
Quite frankly I don't see any negative payout from this.
