They announced 3 different "plans" of measures that they could invoke depending on how serious the situation would become this winter. It ranged from level 1 which was basically, slight restrictions when it came to larger groups, but they could gradually switch into stage 2 or 3 which would impose more serious rules if they saw fit. Some private actors chose to impose vaccine passes but they got btfo pretty fucking hard; our movie theaters come to mind (all owned by same firm pretty much) in that hardly anyone went to the cinema afterwards.
