A society that has a shrinking middle class and hires based on anything but merit is a society in collapse. I didn't just make this shit up world rebound demographers and financial historians and theorists all agree and only have to point to the last 600 years of human history.
When a people become obsessed with qualifications other than merit, increased income inequality, and productivity decline and deficit spending you are witnessing the final stages of an empire or nation losing power and it's eventual collapse. Civil war and or violent or nonviolent revolution follow. The only recent case of a "soft" fall from power is the British empire post 1945.
