1) Gibs politics. The Liberals have picked out the right communities of people to give gibs to, so they are "efficient" at winning elections. They have received the smallest share of voters of any Canadian government in history but still manage to almost get a majority because of niggers in the GTA, Quebec leeches, and white boomers in the Atlantic provinces.
2) The entire bureaucracy is staffed by LPC functionaries. The judicial system is packed with their cronies. The Senate is dominated by their lifetime appointees. Even when they're out of power they're still in power.

The PM is chosen by the party as the person to best represent the party. The Rich billionaires (Bronfman, Desmarais, Irwing, etc.) must also approve of that person. Finally the Queen must also approve.
The elections are there just to give the impression of a free democracy. The minor ministers do have to fight to keep their jobs, but the PM is chosen long before the election takes place.
