Even some Latin American countries such as Uruguay or Chile have better economic and social indicators. If we analyze the GDP per capita and the GINI coefficient, it can be said that the average Uruguayan lives better than his Russian counterpart.

Most of the answers you need can be found in the history of Russia in 90's. Plus, it's not a surprise that cities outside of Moscow or Saints Petersburg are crap in the most of the cases, but Russia is a chunky piece of land and it's not economically good to support shitty towns with population less then 50k people. East Siberia (where I live) is kinda comfortable region to live. Yeah, economic sucks, but we got used to it, it doesn't bother that much. Atleast you won't die because of the hunger or smth.
