Odin has 1 eye because one of them is not within the material world. To exist within the material world as a being and also exist without it means that one must sacrifice to enter. The collective unconsciousness exists as low-entropy states, compared with high-entropy states of information storage. Because the runes exist outside of the universe's storage container, they are able to cause changes that affect the entire system from a singular perspective.
Saturn is the opposite. A system that allows any who participate in it to make material gains at the suffering of the soul. The runes allow you to break these spells and this control they would have over your soul. This is why they are a gift from the All-Father, who also is the one who created this simulation in part.
