Mind control was perfected in the 90s its called TMS and you can do it in your basement with an electromagnet. They use it openly now to treat mental illness. It would be more cost effective to test this on prisoners or kidnap people then kill them after. Targeting nobody's and harassing them would simply be pointless. Hundreds of thousands of people strait disappear yearly they would be a better choice. If someone wanted to do something so stupid and expensive. Hell they could do it at an elder care center to any elderly with no family and no one would ever know.
