It's not a fetish at all. It is a way to retain traditional gender roles, since if women are removed from the invulnerabilities of the ground, they would be more submissive in nature, since they would not delude themselves to be like men. Women would naturally be kept home, out of the work place, and would tread only in areas that are deemed safe enough to walk and live in. Cities would be forced to clean up or else face lawsuits from potential injury to women's feet, on top of women naturally refraining from demanding more "rights" that would enslave them (as what is being done now).

Then spread this movement around. It should not be difficult, since women subconsciously move and make their feet noticeable to men, and men are naturally attracted to women's feet, as it gives a quick indicator of age, health, fertility, and lifestyle.
With proper hygiene and maintenance, this would not be any issues at all. There would possibly be programs designed to eradicate ringworms, hookworms, and other parasites.
