The issue with Japan isn't some deep seated dislike for trannies (that isn't really there) the issue is the absolute lack of initiative that is groomed into people there from birth, which is why the place doesn't have much of a startup culture, investment rates are low, and innovation is low. He knows about HRT , he's probably just sufficiently afraid of decisive action he could never take it.
