In the timeline where Germany won WW2, nuclear weapons were never used until much later when they were far more widespread and ultimately lead to the near destruction of the human race. Many of the survivors moved underground in order to avoid the radiation that poisoned so much of the land above, and gradually these underground people mutated over the centuries. Their eyesight became more attuned to the dark, their sense of smell got stronger, and they grew long whiskers that can detect nearby tremors to avoid impending cave-ins. They became known by the surface dwellers as rat-people, alongside many more crude variations to show the distaste the older humans had for their underground counterparts. However despite mutual distaste for one another’s form of life, they managed to coexist for many years.
As the rat people’s number grew and the radiation on the surface made more of it habitable, they began to settle closer to closer to the surface, leading to more tensions between the surface-dwellers and ratfolk as for the first time they began to fight over the same land. In 2150, an all out war at last broke out between the two. You see, the ratfolk had no large government among all of them. They lived in small communities due it being difficult for massive cities to be built underground. Meanwhile, the surface dwellers were united under a single monarchy. The king of the surface dwellers, in response to the growing hate towards ratfolk, declared war against any who would attempt to settle on land they claimed, which conveniently was the entire surface world and relatively shallow caves they could find useful for mines.

Anyways, the violence against ratfolk settlers increased more and more until the event that was known as the “mines massacre”, in which a group of unarmed ratfolk were killed when passing through a mineshaft, including several children. Although the ratfolk were not connected well, this tragedy spread across the world beneath the surface and fueled the ratfolk with anger. Up until this point, many of the leaders, especially in deeper tunnels, were blind to the extent of the cruelty by the surface dwellers, and this was what finally caused a united underground military (known as the UUM) to be formed for the first time in history.
Now, the technology of the rat people was not great compared to humanity before the nuclear disaster, but the surface dwellers, due being limited in how much they could grow with much of the surface unsafe from nuclear radiation, had far fewer numbers. The ratfolk came endlessly, and although a surface dweller life on average took 5 underworlders with him, it was simply not enough. In a move of desperation, the king authorized use of nuclear force aimed inside the tunnels. This resulted in not only wiping out all but the deepest of ratfolk but the following earthquakes completely ruined all surface dweller civilizations near the blasts. The surviving ratfolk deep bellow still outnumbered the surface dwellers, although by not nearly the same margin, many of who were neutral towards the war before came out to attack the surface.
In the end, both civilizations all but wiped themselves out. More and more nuclear weapons were launched, not just towards the tunnels but towards surface cities captured by ratfolk as well, and humanity was set back to square one once again.

Basically the same. Cold War still would have happened but Germany instead of USSR. The successful countries would be different cause Germany would have controlled Western Europe but the US still is the opposite power and still has more money and power. American ideals still win out.

Since we're altering history, hitler could have decide to not go to war with america, and that alone would probably have been enough to win the war for them. Russia only won because of lucky weather and us supplies.

lol What a joke. Germany was going to settle the east and have infinite lebensraum. In a generation or two, there'd be more germans than americans. They would also be richer, more homogenous and advanced. Germany was a capitalist nation, so they would have none of the economic issues that the soviets were burdened with.
