I don't think he's saying they're "entitled" to it. Just that it could be a practical harm-reduction strategy. No clue if that would actually be the case (the counter-argument being that it might hypothetically make them even worse), but it doesn't necessarily seem dumb to me. Like, it sounds like a valid argument, whether or not it may be sound.
