the face is just slightly too small for the head, which makes it look older / more masculine. you also need some sort of value difference where the light hits front vs right side of face. finally the right jawline needs to be defined (in the original photo there's a shadow the jaw casts to the bottom left of the ear) which contributes to the lack of depth on the right side of the face which makes it look too small for the head
id suggest going through and really nailing the general position of all the macro features before you spend a lot of time working on making the anatomy look good, because that looks really great! but it just is arranged on the page in a slightly incorrect manner (this also applies to the way that you're drawing the flower crown, like obviously its not something that humans can notice like they can with faces, but you'll get more proportional results if you draw the general form of it and then go deeper and deeper, instead of adding each flower one at a time) (also i just did one final look the mouth is slightly too narrow, this would also be avoided if you worked on the positions of the big things before work on the micro details)
drawing from a reference photo is really hard tho, its much harder to place things in space when you dont have the subject physically there. also the only reason why it looks "really weird" is cause these normal mistakes are really unforgiving when doing realistic art, like if you were drawing a stylized anime character most people wouldn't notice if the facial proportions were slightly off, but it puts you in the uncanny valley when you're drawing human subjects realistically
