Not sure about the 3rd grade, but teaching this stuff to 10yo kids should be fine. Kids, especially gay kids, need to know that there's others like them, that it's normal, that they aren't alone. It can be really traumatising to be gay and not know anything, feeling alone.

I think a good system would be having some kind of puberty/sex every other year with info that corresponds to the age of the students. So at first you learn about puberty and then you learn about relationships and sexuality and then you learn about safe sex or something.
