I've been jam packed in the NB and bi closet all my life, so this spring/summer I hope to accomplish my ultimate goal of being an AMAB that looks like cross between a punk and a theyfab. I'm not gonna pass, but if I can come remotely close the vibe it's gonna be a massive boost to my confidence

Maybe ask him if he's into whatever gender you are? You could do it casually, like "you know I cannot get a read on you, are you into boys/girls/whatever you might be?"
From there you can ask about if he's looking for a relationship or not. Should he indeed be looking for a relationship with members of your gender, the conversation should naturally flow to where you're able to ask him out on a date.
If he says no, just take it with grace and establish you're okay with just being friends (if you are, of course). If you aren't, you should respect his boundaries and take time to get over the crush.
