There are probably some creams to deal with this, pale people have always had to deal with scars.

Also pale skin is very attractive, so you lucky in that :)

legs are still skin, so yes.
in-shower exfoliation and silicone sheets can work wonders for scars, even old ones on pale skin. you just have to be very very consistent with them and wear them basically 24/7 for a while
there's also laser therapy which works a lot quicker but is obviously a lot more expensive.
