As An American, I can concur with this, there are tons of faggots living in my country, and they ree about fan service a lot. I personally love it, High School of the Dead is one of my favorites alongside Date-A-Live also as a great fan service anime, as well as Monster Musume, and Ishuzoku Reviewers.
