Turbo Norimaki might be the smartest character in all of Dragon Ball.
With just a simple look, he was able to understand and fix the Dragon radar, and make an exact copy of it, when everyone except Bulma could do it.
It would take this motherfucker less than a second to replicate the machinery of Dr. Gero.
