Jotaro's design was inspired by Koichi from Babel II and typical gakuran, I guess. It's easy to make this type of hat look like it merges with hair if it's black on black and I'm pretty sure it's not even intentional most of the time. I'm sure you can find earlier examples in Nagai's manga too.
Oh and Araki has definitely read Kurumada's stuff.
yeah but with Jotaro it feels like an artistic choice but when Kurumada does it it looks more like he's cutting corners
Mistakes happen. It easier to darken an image than brighten it. Merging the hat with hair is easier to render than doing it separately.
The use of screentone back then was more expensive so they probably didnt want to waste that on the hats

yep. He's the only well-known mangaka from the 70's that never showed a substantial growth in his art. Compare him with fellas like Ishinomori, Go Nagai, Motomiya Hiroshi, Ken Ishikawa and Monkey Punch and you will know what I'm talking about
that's why I love Sakigake Otokojuku so much, it's the only manga series I have ever seen where faggy bishonen are mocked instead of glorified
I have nothing against bishounen. The problem is when only bishounen characters can be intelligent, powerful and relevant. That's the case of Kurumada.
