Kaguya dropped hard for more than a hundred chapters already and OnK also isn't getting any better for a while now. If you're lucky it'll all be compressed into 280, but realistically the Kaguya and prez story is pretty much done, unlike other characters they don't really have any loose ends left to resolve. If it were to happen it should have happened during the Kaguya rescue arc but Hacka decided to focus on the kids vs crime family narrative instead.

He IS a bigshot, Kaguya is a borderline franchise with spinoffs, multiple anime seasons, live action adaptions, and a light novel spin off.
Beyond that, he has some pulls in the industry.

What I meant is that, I'm pretty sure he can also see how much Kaguya's quality has dropped. There's no way he didn't notice that. If he really wants to make quality manga, he can just focus on OnK for the moment after Kaguya ends and slowly but surely bring the quality back. He failed to do that back then, what makes he think that he can do that now?
tldr, he should know his own limits. Maybe, just maybe OnK will reach Kaguya's level of peak quality in the future.

Kaguya was about 2 things: making him popular enough so he has to power to write Instant Bullet again, and letting him write about his senpai (Tsubame).
Once he accomplished both, he stopped caring and now just wants it to end.
