Because they would have to run a campaign where they would have to conquer/liberate Empire planets then actually manage and look after them and give them supplies (and hoping all the Empire citizens would just peacefully accept their new rulers without revolting) while also maintaining and supplying your troops, with zero logistical support in place to do either.
