There are much dumber demon lords who get away with it due to overwhelming power, like Milim.
What Rimuru lacks is experience since he literally speedran his ascension from a lowly slime to a demon lord. Everyone else took decades if not centuries so they could learn all the pitfalls of what comes next, while Rimuru was running blind, he was literally learning new things while attending Walpurgis.

Honestly, it's kinda refreshing to see a protagonist that *doesn't* immediately become way more competent when they get isekaied.
Everyone calling Rimuru "dumb" is really just showing how everyone's become used to teenage protags who immediately become geniuses.

Subaru is a perfect example of this; he's nothing but a teenage NEET who couldn't even make himself go to school, yet he gains the sheer determination and cunning to overcome nightmarish situations and overwhelming odds.

In contrast, Rimuru is at exactly the level you'd expect. He's a fairly average middle-aged man who gets a variety of intellectual boosts like always being in perfect condition, never tiring, thought acceleration, and most importantly Great Sage.
So he's given a much higher expected intellectual ability than most isekai protags (since most isekai protags are teenagers with no intellectual boosts), but he's "dumb" because the author doesn't make him unexplainably perform above expectations and still allows him to have slip-ups and mistakes.

Milim will breed with him in the near future whether he likes it or not. She was sizing him up as a "partner" while pretending to be brainwashed, and he obviously passed.

I would expect him to mature a bit after murdering a few hundred thousand people but he is just as naive.

First off Rimuru left most of the war matters to his highest-ranking general, Benimaru. Secondly this delegation choice worked perfectly. Zero losses, the attacking enemy armies got completely annihilated and partially revived as potential spies in the future, with a "soul lock" in place to prevent any betrayal. There were almost no information leaks whatsoever which was also a vital reason that stretched throughout the entire series that Rudra made a fatal strategic mistake later when he could have completely crushed Tempest had he acted full force earlier and not tried his periodic "saint-raising plans" instead.
So what could he have done "better" there? Even the ambush probably wouldn't have worked anyway even if the first hit connected, thanks to his Infinite Regeneration.
The only dumb thing Rimuru does is to always underestimate and suppress his own power due to being TOO mindful of his surroundings and being too attached to his previous life's standards although he keeps working on that too.

He delegates jobs to them all the time though? Or do you mean actually using their Skills via Foodchain? He did when he needed to, like in vol. 4 where he combined Souei's and Benimaru's signature moves to defeat the Elemental Colossus.

Again, just Orc Disaster. Also Rimuru has a much higher growth rate anyway so it doesn't matter.

He keeps the secrets he really wants to keep at varying degrees. Otherwise Rudra would have killed him off quickly. The only ones who thoroughly know about GS/R/C are Veldora and Charys.

He completely fucked it up. The fact that there were no casualties was mostly because Testarossa and Ultima were accidentally in the right place.
As Rimuru theoretically understands, quality over quantity is the rule here. Instead of sending some thousands of his majin soldiers to the first battle, he should have just sent a few demons over there. That would have been completely sufficient and would avoid any chance of casualties, and the Primals wouldn't be limited by having their allies nearby.
With the main 900k Empire's army, he should have done the same. His Primal demons could easily dispatch the ENTIRE army by themselves. More than that, there was absolutely no point in the labyrinth defense plan, which was itself a mistake because he placed his entire fate in hands of Ramiris and by proxy Guy.

It actually happens consistently throughout the story. Maribel, Yuuki are two examples. He should have killed Yuuki immediately after he caught him scheming against Tempest after his demon lord evolution, but muh japanese man!

No, actually almost everyone. Take the evolution of Mizeri and Raine as an example. Sure, he gained some souls out of it but at immense cost. He appears to think that everyone he is at the moment friendly with him has to be friendly with him forever, or so it seems. Another minor thing that annoyed me is that he didn't kick out the sons of Dagrull out, but instead trained them. For what purpose? He's doesn't have any diplomatic relations with Dagrull.

The soldiers, officers, and generals were supposed to also gain experience from these fights. Also exposing the primordials to too much attention early on might backfire. It could have led to Calgurio's group deciding to act more cautiously and not to enter the Labyrinth, or in the worst case it could alert Rudra and cause him to abort the "Saint Raising plan" and instead unleash a full-foce attack with himself, Velgrynd and the Top 10 Royal Guard. Tempest would have been crushed. Rimuru's and Benimaru's approach instead muddled the information about the Primordials because they mostly only entered the fray after the Empire armies were already on the backfoot and were there just in case things went south for the army.

Which would spectacularly backfire without any info on who/what Yuuki's motives, hidden allies, or powerset are. "The new Demon Lord attacked the Free Guild Grandmaster! So he really was just another malicious monster with a pretty facade after all!" Way to destroy everything he had built up until that point. Mind that Rimuru didn't control the Western Council until after vol. 11 events.

Was he supposed to just say "no" to Guy Crimson? The Foodchain backflow from the 9 awakenings were not progressed enough to even attempt beating Guy yet. He had no choice unless he wanted Guy to be hostile towards him. Rimuru changed his tune once the power-balance changed later by being the only one who got to keep his Ultimate Skills a secret during Walpurgis in vol. 18
