Shirou jobs from beginning to end, he's a novice magus and every Servant dabs on him hard.
Every fight is Shirou engages in is him barely coming out of it in one piece, every victory of his is hard-earned, reliant on support by others and there's virtually no case where he wins purely by his own strength.

He wasn't the best but his philosophy was the best out of the three. Gilgamesh was a self centered little shit, but we know he grew out of it and became an even better ruler than him, while Saber pretty much just limited herself to answer the expectations of the people. No drive of her own, just alienating herself from her fellow man because of a higher calling, despite knowing the shitshow it would be at the end. Makes for good hero stock but a terrible ruler.
