When the anime I had one, just one, simple criteria if it was going to be good or not:
STEPPY STEP
If they added the sound it would be a sign they paid attention to detail and if not it would be more on the minimum effort side. They didn't, they totally *ignored* the STEPPY and for that reason alone I will never forgive them or EVER declare it AOTY. Simple as.
