I'm pretty sure Luffy would lose to Mihawk. Unlike Kaido, he cannot tank sword slashes. He would have to dodge everything because if he gets hit, he WILL lose a limb or even his own life. The matchup is especially bad because Luffy relies on stretching, which gives Mihawk a bigger target to cut.

Why is Jinbe worth so much? Sure, he's a renowned fishman warlord, but where has he ever demonstrated threat of this level. Sanji's got connection to Vinsmoke family and defeated Kaido's second calamity. Zoro has CoC and defeated Kaido's right-hand Lunarian. What did Jinbe ever do to be put right in-between their already minimal difference? Beaten poor man's Lucci? Was really good at firefighting?

That is a good point but in his fight with Kaido he was slashed by ranged attacks so apparently it's not that easy. Mihawk can slash beyond the reach of his sworx of course, otherwise he couldn't cut ships.
