Yup, in one of the earlier drafts, Hinata is called the love interest of Naruto. While the first Bleach pilot has Ichigo and Orihime crushing on each other with Rukia trying to play wingman. Could they have been better developed? For sure, but you could say the same thing about the overall stories.
