Regardless of what you think of the story, the pacing of these arcs was absolute garbage.
Skypiea:
Enel starts the big doomsday device at the end of chapter 285 and a multi-chapter flashback arc starts at that exact moment.
Enel gets the shit beat out of him for good in chapter 298. That's 13 chapters later.
Skypiea arc ends on chapter 302. 4 chapters after.
Let's contrast
Dressrosa:
DoFlamingo starts his birdcage nonsense near the end of chapter 745, once again, there's a multi-chapter flashback arc on the way (but some good amount of chapters after)
DoFlamingo finally gets beat at the end of chapter 789. That's 44 fucking chapters later.
Dressrosa finally mercifully ends on chapter 801, 12 chapters later.

Dressrosa had a shit main villain but some nice secondary villains with awesome backstories (Senior Pink; Baby Five).
Also liked Kyros.
Hated how Rebecca was turned into another useless damsel.
Hated Sabo.
Did not like blind Admiral.
Law was meh.
The entire Colosseum shit felt unnecessary.
Gear 4 was ugly.
Bir D Cage was ridiculous.
God Usopp was amazing.
Jinbe not being there already makes it better than many other new world arcs.

negatives:
doffy vs law vs blind admiral, kind of cool but kind of pointless in hindsight
zoro chases pica for 100 chapters
birdcage is the worst plot device in the entire series
the tontatta were annoying space occupiers for the most part, so much wasted panel time
Oda didn't let rebecca and robin take out diamante by themselves, oda didn't let robin have haki. I get why kyros was the one to do it thematically, but that was less satisfying and slightly misogynistic
a bit overlong, due to all this filler^

WCI is easily the best post-TS arc and I don't think there's even much debate about that. Dressrosa is underrated. It certainly has pacing issues so it was a slog to read on a week-to-week basis, but I think it's much better on a re-read.
