Eva was funded by King Records and Anno only chose Gainax as a studio because of nepotism. The show was mid-low budget and is famous for it's use of limited animation. Production issues in the latter half of the show only impacted the latter half of the show, look at the storyboards of early episodes, they were almost meant to have tons limited animation because that's how you budget an action show when you only have a mid-range average TV budget
