If you're retarded maybe. Royal Space Force was the most expensive anime film ever made prior to Akira which was a decade before NGE. You are sickeningly stupid if you think Gainax was no-name when they had done successful OVAs, Nadia, the most expensive film, and tons of additional source work on other stuff. They would've been an extremely easy and popular name for funding. NGE was a very high budget show.

Eva was funded by King Records and Anno only chose Gainax as a studio because of nepotism. The show was mid-low budget and is famous for it's use of limited animation. Because of Anno's relationship with King Records, not because Gainax could get easy funding, Uru in Blue was in production hell for years because no one would fund it

Production issues in the latter half of the show only impacted the latter half of the show, look at the storyboards of early episodes, they were almost meant to have tons limited animation because that's how you budget an action show when you only have a mid-range average TV budget
