FSF says Ishtar is on the same level as a DAA ancestor according to jester (but that loli in a man suit is wrong about a lot of shit), so divine spirit level? Would make sense, since the idea blood has a lot of similarities to the authorities of gods.
Is Ishtar's FSF manifestation actually Divine-Spirit level OP or is it just a strong Pseudo-Servant type deal? I would suspect the Tsukihime world DAA's are stronger than most Servants (powerhouses like Gilgamesh and Karna still probably win against most), but Fate world DAA's cap out at tier 7 rather than 9 because "something something human order", so Fate world DAA's probably lose against a majority of Servants if they try fighting them head-on. Though there are a couple DAA's like Oort-cloud crystal-spooder and edgelord Fou that are retardedly strong.

Divine spirit level is such a broad classification that it’s meaningless.
As you said, the top tier servants are on the same level as divine spirits (some like Gilgamesh or Enkidu are on the level of full Gods) and plenty of servants have killing divine spirits in their legends like pretty much the entire Indian servant roster (Arjuna himself killed at a minimum 10,000 divine spirits at the same time).

Filia is an echo of a divine spirit In volume 7, she is restoring her power using the temple. We don't know to what degree. But it would be no better (and likely much worse due to the degradation in the land and location) than what she had in Babylonia. This isn't true. Divine-spirit class is actually a power-level term for servants. Divine spirits generally have magical outputs. Heroic spirits have to make up for that via their noble phantasms. Which, in the case of the very top-tier heroes, tend to be equal to or bootlegs of divine spirit weapons in the first place. It's like a walking nuke vs a guy who can fire a nuke.
Divine spirit ranges from Medusa’s disabled sisters all the way to Zeus. It’s functionally meaningless to say “They’re divine spirit level” due to this. You can argue that well actually they used a holy grail to make divine spirit class monsters, but that doesn’t change the fact that’s a range that’s virtually meaningless to say at all.

You would be basically have to be excusing near the totality of all other divine spirits an those called equivalent to them.
