Shintani *personally* choosing not to design Broly as overlymacho as possible like in the DBZ films, because he wanted some semblance of maintaing Toriyama's vision of Broly not being that way, but still going as far with it *as Shintani personally thinks* is okay, just isn't relevant to the discussion.
Shintani admits to being unfaithful to Toriyama's Broly, and designing his own version of Broly at full-power from scratch because of his views on DBZ Broly from when he was a kid.

We don't know the work process, but if we use Super Hero as a basis for a minute we can see how off the colors for Orange Piccolo were in the movie compared to the artwork Toriyama drew for it himself. Toriyama simply isn't as involved as you think, and definitely doesn't care as much as you would hope. He leaves many things to Toei, as exemplified with his self admission of writing basically nothing for the fights.

Because toriyama still has to check it. Shintani made changes that still is up to standards in what toriyama approves for.

Toriyama check the designs and approves for it. He also helps out in designing and also helps out in writing the script and overall process before the storyboardings.
