It's honestly not the bad, it's just the second season is "Average" animation and art quality vs "Good" like the first.
This is entirely because S2 is not being made by White Fox, who usually have high standards. S2 is being made by 3Hz. 3Hz isn't "bad" they are just OK, but if you compare them side by side to White Fox, 3Hz looks like total shit.
Anyone with basic knowledge knew this shit was going to happen as soon as it was announced. Studio swaps are rarely good and when it's from an A studio to a B studio the quality drop is even more obvious. Imagine if S1 was done by Studio Ghibli and S2 was done by White Fox. Everyone would be complaining up a storm even though the S2 would be just as good as the S1 from White Fox was.
