Koko's plan relies on limiting technology to limit conflict. The problem is human conflict predates all technology and is impossible to suppress. Sure, no aircraft means that large scale nuclear war probably can't happen, but African warlords have managed to rape and torture long before there were any planes in the jungles of the Congo, I'm sure they'll be killing just as many innocents post Koko being loko. Country to country wars are one of the rarest forms of modern conflict to boot, ethnic purges, religious conflicts and civil wars are far more common and Koko's plan doesn't seem to address those at all. All of them can, as Kaspar mentioned, be fought with knives, cudgels or even fists. As long as humans have two legs and two arms, war will continue. Koko just seems to be asshurt that the US can drop PGMs on the Middle East with impunity and wants to take that away.
The second part is that the orbit of satellites is highly predictable and with time, the US would develop a solid fuelled rocket with the range to destroy HCLI's entire constellation and Jormungand, no matter how high the orbit is.

What makes me sad is that Destro 246 (and 016 and the side stories) will never be animated. The story is kind of a mess so it'd have to be heavily edited for anime, but heavily armed lesbian schoolgirls fighting for control of Yokohama's drug and weapon trafficking routes is just incredibly cool.
Also, the only existing scanlation is so bad that I legitimately want to redo it one day. And I'd love to get my hands on raws (not scanlation) of Ordinary but it seems they might as well be lost media by now due to only having been published in some ancient magazine issues.

In fact the current Russian-Ukrainian war is fought with very little involvement of aircraft (in this case due to way too much anti-air stuff on both sides), it's pure artillery war and said artillery is still happily leveling cities. Many have predicted that aircraft will be the king of warfare from now on, turns out it's not necessarily the case even for countries with a lot of reasonably advanced aircraft.

On any scanlation website, but be aware that the scanlation is incomplete and kinda incoherent at times. I read it raw, iirc got the first volumes on Kindle for free on some sale and bought digital tanks for the rest on Kobo.
