Sure, Yamamoto is not the best story teller, but I think he puts some more effort on this. At least he tries to give some development.

She is only better than Takagi, but Tsubaki is absolutely better than her.
Aside from Urushi constantly flushing and trying to embarrass her kouhai, there is literally nothing about her personality-wise.
Before you say that Tsubaki's character resolves around thinking about Otokos and being a dork, Tsubaki has proven throughout the manga/anime that she has more than these two notable characteristics; she is a capable leader as proven on multiple occasions especially the scene where she formulated an entire plan to capture the monktopus, and professional brat wrangler since she's been dealing with two most trouble-makers in her squad and have them at their line, meaning she has a very strict side.
And when someone fucks with her squad, she will punish you for making them cry, kidnap or scamming them. At this point, you can blatantly tell that Tsubaki is better than Urushi character-wise.
