Your argument was that they're born matching the power, if you have exceptions when a different reading doesn't then an answer is clear. There were several iterative generations yet none of the pre-human soldiers ended up with Officer or SL positions. Either she was birthing dozens of Peons alone and offsetting the ratio or roles were allotted/adjusted over the timeskip. SL with other skills(Meleoron, Cheetu, likely Peggy) vs lesser ranking Ants with power that were either acting uncooperative/incapable of leading just deepen the examples.
Peons are under the soldier umbrella - if you're not an Officer or SL you are a Peon or Drudge. Unless you're going to argue that the Koala was a Peon or Drudge on par with the Pig in terms of power, they weren't at comparable tiers of power. Yes, some could transfer, but there's no actual mention of a mass exodus to Leol's Squad or enough for it to be mentioned when they go over their remaining forces. Leol had his own system and ranking promotions by the time he's on his own and had largely broken off from the Queen's influence prior to her death. The one confirmed transfer is Frog, who debuted as a Squadron Leader before reappearing as Leol's Officer so I assume you'd rather want to ignore that one.
