There's a simple reason as to how Oda decides who joins and it started after the timeskip.
Basically Oda introduces a character that might join and develops them on page. Then editors and the merch people gauge audience reaction. If it's very positive the character is a success and might join up. If the reaction is lackluster the character is phased out eventually.
Basically it's a huge business and they can't commit a large scale merch production with a character that it's not a fan favorite.
Carrot and Yamato both failed this test.
