The plugin doesn't work but I found a better way by using the drop shadow filter.
- Create text
- Select text layer
- Go to Filters > Light and Shadow > Drop Shadow
- Set X and Y to 0
- Set Blur radius to 0
- Set Grow radius to whatever you want(bigger means bigger outline)
- Set Color to whatever you want
- Set Opacity to 1
- Cave to a new preset by clicking on the + sign
There you go now it's a simple filter, I was actually wondering about this since a while.
