As someone who's seen the "Ziggy = Shiki" twist coming for over a year now, I'm now more certain than ever: Shiki isn't the actual villain here.
It's been teased since Ziggy came back that something is making him act against his will, like he literally isn't the same person everyone knew. Many of us who've believed that thought it might be an evil Shiki's possessing him the same way Xenolith moved into a robot body. But if Ziggy is physically Shiki turned into a full robot (or a 99.9% mechanical cyborg), then this hypothetical possessor would have to be someone else.
Right now, my money's on Xenolith, because he's the only gravity user known to do this sort of thing, and much of his backstory was planned since the beginning. That, and because Mashima already said the conflict with Ziggy will be resolved here when there's still about 100-200 chapters left to go.

Weisz didn't do so hot in battle this arc, if only because his enemy psyched him out with an almost convincing "your mother secretly never died to begin with" story. (For the record, she really did die, but the main villain still exhumed her body to harvest the energy of thousands of dead mothers to find Mother herself.)
Homura, on the other hand, managed to beat a villain who was rebuilt stronger than the OSI he jobbed against before the timeskip three years ago. The rest of the OSI most likely got stronger since then, though.
