The fights being better in the anime along with the comfy fillers make the Android/Cell and Buu arcs superior to the manga versions of those arcs. Saiyan and Namek I wouldn't say though and anything before that is eclipsed by the manga version.

Yes. They are. Every fight except for Goku vs Cell is too short to really wow you like the battles against Vegeta, the Ginyu Force, Freeza, Tenshinhan or others. Buu arc especially so because of how you don't actually get to see Goku's long awaited rematch with Vegeta on full with almost all of it offscreened.
