He needs prep time to boost his instant death to the point that it bypasses immunity, and it takes longer to set up than a single or even a couple of casts of time stop lasts for. Anyone that's immune to time stop instantly takes most of the threat away from him, and there are plenty of series with higher, and sometimes even ridiculously higher, powerlevels that could stomp him.
