It's kind of amazing how this got made initialy because of the huge success of the first season of One Punch Man but then that fell flat on it's face to die and this one has carried on and surpasses it by the sheer power of love.

CGI backgrounds are common and not necessarily easy to notice, so if they're not even doing that, it's pretty impressove.

That's post-processing. CGI is usually understood as using 3D animation for the characters and backgrounds.
