A correct guess to be honest. At least in context I coudn't think of anything else it would mean but I wasn't intuitively making sense of it either.

It's always used for pets though isn't it? Which “raise” doesn't really imply in English.
The problem is that the Japanese unambiguously implies being the owner of a pet, and that's hard to get into English in something that actually sounds like a title.

And honestly, English is a bitch language, "to keep" can have a slave-master connotation so the nuance of it being used for a pet-owner relationship can be lost
You don't have that problem in the native language's 飼う, you know exactly what it implies and when it's used
